Are universal welfare policies really more popular than selective ones? A critical discussion of empirical research

Purpose In the social policy literature, it is often assumed that universal policies are more popular than selective ones among public, because they supposedly generate broader self-interested coalitions and considered morally superior. The present article revisits challenges this assumption. Design/methodology/approach critically reviews existing empirical literature on public support for means-tested welfare schemes. Findings main conclusion popularity of vis-à-vis remains very much an open question. First, studies typically cited to claim universalism indeed inconclusive conflate institutional design programs with their respective target groups. Second, there considerable variation in across countries, time domains. Research limitations/implications findings suggest future research should focus scrutinizing under which circumstances – when, where why ones.
